The country 5 yearly reviews provides an assessment and reflection of the progress towards the achievement of a free democratic, non-racial and equal South Africa for all. The Presidency, through the Department of Planning, Monitoring and Evaluation (DPME), has for the past years conducted a number of 5 yearly reviews as part of the mandate to update the country on the democratic project to assess and reflect on whether government has delivered on its mandate.
The aim of the 5 yearly review is to examines the extent to which government is on track in achieving the developmental key priorities set out in its development plans and frameworks, including an assessment of the impact of government programmes, policies, interventions and a reflection of the contribution of non-state actors in accelerating progress as well as identify shortcomings and challenges, with the intention to draw lessons and contribute to initiatives aimed at improving the country's development efforts by identifying broad strategic thrusts.
The previous reviews sought to assess progress in developing and implementing government policies and programmes by bringing particular focus to the past five years and build on previous reviews. The reviews highlight progress made by the country since the democratic dispensation, identify and evaluate some of the policies, programmes and institutions that were put in place; identify what worked or did not work as well as the reasons thereof, and also draw lessons and recommendations to chart the development agenda of the country.
The 30-Year Review is part of the mandate of the DPME to update the country every 5 years on the democratic project. It aims to assess and reflect on whether government has delivered on its mandate and the promise for a democratic, free, non-racial and equal society. It examines the extent to which government is on track in achieving the developmental key priorities set out in its development plans and frameworks, including an assessment of the impact of government programmes, policies and interventions and a reflection of the contribution of non-state actors in accelerating progress. It further identifies bottlenecks towards the attainment of the goals set out in its plans and charts a way forward to address the impediments and accelerate progress.
A Conceptual framework has been developed to guide the drafting of the review. The framework was identified as an important guiding document during consultations with provinces to ensure the synchronisation of plans and deliverables between the different spheres of government.
